Who collects
The first MGTA certified operator cohort: 3 to 5 hotels and an ecosystem company as candidate 0, with the certification decision in the hands of an external evaluator. Without live data, there is no certification.
Of every tourism transaction that goes through the system, half of what is retained goes to the District Community Fund — a fund dedicated to conservation and the community. There is no revenue yet: the Fund is design until the first certified cohort.
A sale comes in; the system retains a part; that part is split equally between the Community Fund and the operation. Nothing else.
A single formula, with its declared base: the amount. The chain is written in full, once.

The Fund receives 10% of the amount on direct sales and 5% on corridor contracts. Half of what is retained. It is the same formula used by the Green Book, the session panel and the sufficiency table.

Split
The declared threshold to sustain one significant conservation programme is on the order of 100,000 USD per year. The table shows the 27 scenarios; the observation is published together with the formula.
Under the current formula, 14 of the 27 scenarios reach or exceed 100,000 USD per year — 6 of them in pure direct sales. The scenarios below the threshold are the start-up ones (10,000 visitors) and pure external corridor. The Pluralist Capital Matrix is not a condition for the Fund to exist: it is a declared multiplier that accelerates start-up and pure expedition worlds.

The Fund is held in a trust — a contract that separates the assets from whoever manages them, to fulfil a purpose. Four inviolability conditions and one transparency condition.
The legal figure remains open: a civil association with milestone rules, a bank trust (Trust Law 1956 and Banking Institutions Law 2014), or a fund administered by the Mancomunidad with external audit. The annual external audit is mandatory and paid by the system’s operation.
Real levies and funds, with their source. They are public instruments and are studied for their architecture, not as a legal equivalence: the SOT Management Fee is a commercial fee for services.

Collection is not done by the lab on its own: certified operators execute it, and the intermunicipal figure guards it.

The Mancomunidad of the 11 municipalities — the public figure that will govern the Green Corridor — holds the assets and watches the Fund. While it is being formed, the trust and the external audit sustain inviolability.
Every sale publishes its chain: amount → operator → Fund → operation. The first invoiced sale is the Fund’s first real data point.
2027–2030: the table is recalculated with primary data (observed average spend and mix), the threshold is adjusted and the Management Fee is reviewed within its range. Nothing is promised that the table does not show.
